The Former President's Progressive Alarm Overlooks Europe's Real Danger: Technological Decline.

The recent US national security strategy presents a flawed assessment of the European Union. It claims that open-border policies and what it terms "woke" policies pose an existential threat to European civilization. However, this perspective rests on a serious misreading of the situation. The actual danger facing Europe is not cultural but economic and technological backwardness.

A Glaring Growth Gap Separating the US and Europe

Statistics paint a sobering picture. From 2008 and 2023, US GDP grew by 87%, compared to a mere thirteen and a half percent increase for the EU. During this time, European income per person fell from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than major EU nations like France and Italy.

Currently, about 50% of the world’s 50 largest tech companies are US-based, while only four are European.

The Technological Shortfall: A Critical Question

The growing economic gap is driven by superior efficiency gains in the US, largely due to technological innovation and better use of resources. The scene of global tech leadership is decidedly American. Over the past five decades, 241 US firms have grown into companies valued at over $10bn, compared with just 14 in Europe.

This gap raises a vital question: In the race for future industries like AI, semiconductors, and quantum computing, where does Europe stand? Most analysts concede it is largely a two-horse race involving the United States and China, with Europe starting at a significant disadvantage.

Root Causes of Europe's Innovation Gap

A number of major reasons explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic network for financing new ventures. Europe has yet to establish a true capital markets union, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can launch a product under a single regulatory framework to access a market of over 330 million. The EU, despite a bigger population size, is divided among twenty-seven different national systems, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was once viewed with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, there are causes for hope. Policymakers are growing more conscious of the severe threat and have started to advance substantial change. Notable analyses on European competitiveness and the single market highlight the necessity of major changes.

Given appropriate policies and regulatory reforms, Europe's strengths could support much higher degrees of commercial innovation.

The continent retains considerable strengths: skilled human capital, excellent education systems, and premier labs. Alongside a large internal market and high savings rates, these foundations could unleash a new wave of venture creation.

Crucially, even if the EU does not take the lead in developing next-generation tech, it can still dramatically increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now faces a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. But, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent loss of global economic relevance.
